Justice Reinvestment Initiative
Justice Reinvestment Initiative is a policy that our Legislature bought into as a way to save $280 million for the construction of another prison. JRI’s focus is to slow prison population growth by changing how the state rehabilitates the incarcerated in our community. The program promotes smarter sentencing and smarter supervision for those on probation. The initiative calls for contributing about $5 million a year to funding this program for a total of seven years. The total investment is $35 million. There are a lot of good ideas in JRI. However, the amount of the investment is insufficient. In other words, Idaho’s Legislature has done prison reform on the cheap.
